An action plan responds to an anonymous aggregate, so it cannot be about named individuals — that would misrepresent where the finding came from. Plans attach to a segment: Engineering, the Dublin office, everyone. The owner is named because somebody has to do the work; the people who raised the issue are not.

Owners post check-ins as they go, and the list surfaces what is overdue. Managers do not need to chase; the plans that have stopped moving are the ones on screen.
